These nine terraces are part of Landcom's larger Burdekin Road development, a four-hectare site expected to deliver at least 140 new homes. The plan includes a mix of terraces, manor homes, and compact housing, with a firm promise: at least 30% of these homes will be set aside as affordable housing for key workers.

What makes this particular corner of Schofields different is the process. Instead of the usual chaotic dance of tradies, weather delays, and material drop-offs, a huge chunk of the construction happened in a controlled factory setting. Once the modules were complete, they were trucked in and craned onto foundations-a process that looks more like a giant Lego set than traditional home building.

Landcom says the factory environment allows for tighter quality and safety checks before the homes ever hit the site. The goal? Have all nine terraces ready by August 2026.

Why NSW Is Betting on Modular

Now, before you get too excited-those numbers aren't a guarantee. The real-world savings depend heavily on scale, design standardisation, and how smoothly the supply chain runs. Transporting massive home modules across Sydney's busy roads isn't exactly cheap or easy.

Instead of treating every home as a one-off custom project, manufacturers create repeatable systems. For a country like Australia, where housing demand is outstripping supply, this industrialised approach is starting to look very appealing.

More Than Just a Pilot

The Schofields trial isn't a one-off. In June 2026, the NSW Government announced a push to bring more experienced manufacturers-both local and international-into the state. The proposed NSW Modern Methods of Construction Industry Expansion Program​ is designed to build up local capacity for everything from 3D structural systems to prefabricated components and even non-structural assemblies.

And it's not just about houses. The government is eyeing this technology for schools and hospitals too. That signals a much bigger ambition: moving Australia's entire construction sector toward a more manufacturing-based model.

The Regulatory Hurdle

Of course, technology is only half the battle. For modular housing to truly go mainstream, the rules need to catch up.

Enter the Building (Approvals and Practitioners) Bill 2026. This proposed legislation aims to formally recognise prefabricated buildings within NSW's regulatory framework.
